Project Overview

Working for our client Enfinium, one of the UK’s leading energy from waste operators, Shoal carried out outage management at the Ferrybridge Multifuel 2. Situated adjacent to its counterpart FM1 in West Yorkshire, the Ferrybridge Multifuel 2 (FM2) Energy-from-Waste (WtE) facility is a state-of-the-art plant capable of processing up to 675,000 tonnes of waste-derived fuels annually. These fuels, sourced from diverse channels including municipal solid waste, commercial and industrial waste, and waste wood, contribute to the generation of energy sufficient to power around 180,000 homes.

Outage Management:

Shoal proudly served as the Principal Contractor for Enfinium during the planned outage at the FM2 facility in 2023. Our role encompassed consultancy and management arrangements, fulfilling the duty holder position of Principal Contractor. The comprehensive scope of our responsibilities included:

Planning the construction phase in collaboration with our client (Enfinium).

  • Planning the construction phase in collaboration with our client (Enfinium).
  • Managing, monitoring, and coordinating health, safety and environmental arrangements throughout the service.
  • Reporting on the effectiveness of the safe system of work permit system provided by Enfinium.
  • Ensuring the development, implementation, and monitoring of suitable emergency arrangements.
  • Liaising with all duty holders to facilitate effective communication of health and safety risks and arrangements.
  • Identifying health and safety risks and implementing controls to eliminate or reduce risks to a reasonably practicable level.
  • Developing, maintaining, and reviewing an effective Construction Phase Plan, considering existing health and safety files and preconstruction information.
  • Providing security arrangements to protect existing property and prevent unauthorised personnel from entering the site.
  • Ensuring the provision of suitable welfare facilities.
  • Developing a Site Induction for all personnel involved in the outage.
  • Collaborating with the principal designer to share relevant information for planning, managing, monitoring, and coordinating the preconstruction phase.
  • Providing 24-hour security for the CDM site throughout the outage.
  • Implementing the Site Observation Reporting System (SOR) and Point of Work Risk Assessment (POWRA) along with our ‘line of fire’ campaign.

By actively contributing to the success of the outage, we played a pivotal role in reshaping the narrative around projects like these. One of the most efficient energy-from-waste plants in the UK, powering homes and businesses, and diverting thousands of tonnes of waste from landfill every year. We ensured that during this planned outage everyone went home healthy and safe.
